As explained by Michelle, the index reflects average income compared to average charitable contribution for each state, and ranks those states accordingly. Check it out and then answer this question - should we really be surprised that Massachusetts is #49?
I think this is the perfect example of the main problem facing elitist Democrats - or Limousine Liberals, as I fondly refer to them - they preach that hard working citizens (those who have a job) should pay to take care of those in need, indefinitely, all the while speeding by in their gas guzzling Limos and SUV's, flinging coins from the windows to the huddled masses. They are all for big government, as long as their personal tax relief loopholes remain intact.
It is telling that the "Blue States" are contributing noticeably less of their income to charities - while those who can least afford it are found to be the most generous. Walking the talk, so to speak...
Uh, youd do well'to look at my detailed critique of this measure. And at the end of the day you'll find it's far less than overwhelming, based on an analysis I did last year.
The bottom line, I think, is that no states are really giving much.
